What could the customisation be that would allow a commander to be something different and not simply another hero?

Yes, if we wanted a 4th hero we would just add a 4th hero

what about commander specific skills that boost certain things?
like maybe... terrain specific skills
attacker or defender skills
certain formation types that boost certain units?
