[Age 333] Couple of changes/fixes

1: More changes to the map, allowing to zoom out completely, and fixing the city popup when close to the edges
2: Fixed the bug on the country page where clicking a country name would get stuck on 'loading'
3: Can now attack from commander spy report again
4: If you have connected telegram to TLK, you will get a PM from TLK bot with the join country link upon choosing a country
As always, refresh cache if you are not seeing the changes!
