While I enjoy the risk fevers present, I dislike the randomness of it all. It is fun for a while, but gets old fast. However the concept of fevers isn't bad in a vacuum. So I suggest something else. Barbarians! Barbarians will also spread like fevers. Barbarian pvp won't be a thing however as that is to random.
Killing a Barbarian horde should give some bps, therefore promoting actively hunting them. This will provide something to do for all countries involved.
Additionally barbarians could also lower the status of captured cities from large to medium or from medium to village. This is % chance on capture.

Will be making changes to the randomness of the pvp. Better to fix the 1 thing than to have 2 similar things.
Regarding this suggestion, I am of the same vein: insert the pandemic age within the regular TLK schedule, and if the word "pandemic" triggers sone people, let us change the word, not with "barbarians", but with "rebellion". Barbarians aren't always aiming for war, but rebellions are such. This should be implemented like the pandemics of last ages (after rebalancing of course), but with the nuances of history. For example, if we will have a Hussite rebellion, it will pop up somewhere nearby Prague or something. If Crusader States, Jerusalem; if Dutch, Amsterdam, and so forth.

Or take it one step further. For example conquered countries can start rebellions. For example former Burgundy areas can start Burgundy rebellions which then can spread.
