My dude has level 47 merchant and 9/12 hes got freaking 40k-70k lol

nothing abnormal, it happens because merchant is based on chance. My understanding is that every point in merch is a 1% chance that he'll trade to a higher value item, so 50 merch would be a 50/50 coin toss which happens twice every tick. There's a good chance that you'll get a nice item, but it's by no means guaranteed.

You sometimes get lucky, you sometimes get unlucky. All entirely down to chance.
