Balance in asia is far from what the word should actually mean.
Due to the t3s in the garrisons from age start, certain regions get unfair advantages over others. Mainly the islands and indian countries suffer from this. The garrisons are roughly the same, but due to the lack of any regional artillery units, they are condemned to having to slug the fights out in infantry rounds. Regions where arty (indochinese sbm or northeastern fire lancers) or decent cav are available (northern), have less trouble sfing at age start, they can sf with 3-4 and have very little injuries. The countries without these units generally run out of armies before they run out of sfleaders at age start, because they gather way more injuries in the early sfs. Because of the lack of decent standard cav units, its also nearly impossible for these countries to compensate this discrepancy by getting a cav army to knock out some extra units before the infantry rounds.

To fix this, i think a general nerf of the t3s are required, t3 in garrisons were originally intended to stop marqs from soloing all over the map, but screwing sfers in the early game is not a sustainable fix imho.
Fix the problem, not the symptoms please.
