[Age 364] Bugfix-mania + Africa T1 rebalance

Dear commanders,

It was a good period for dev-ing it seems, Myth went on a bugfixing rampage and other features were created aswell.
Here are some highlights:

1) Leaders and CoS can disband any army now. Creating armies against the will of the Leadership is not allowed, and this can enforce that. But on the other side: if LD's and/or CoS's want to abuse this power, they will be punished for that behaviour aswell.

2) Players inactive for 3 days will be kicked out of their country. This will keep countries clean, keep country strengths more balanced and puts a stop to endlessly farming certain inactive people.

3) The JoinCountry page has been vamped with a clear message for players that are playing on Safemode. People who have it turned off will not see this message, however, players who have it on, can't really miss it anymore now. That being said, we are no longer responsible for the mode you play on. We have been granting hard-safemode flips in mid-ages if no medals were at stake and people didn't see they were on safemode. This is no longer a valid argument anymore, before you join a country you will get a notice that you have the option to change it.

4) There was a reloading issue which made you stuck on a page, then not able to do anything but kill the browser. (Happened for example when using the citywalls in a village). These matters have been fixed and the stuck-loading on itself has been removed aswell.

5) Reloading the map will also update the icons on the map, they were not refreshing before on request.

6) A bug in the tournaments, where the total points scored were not summed up correctly, has been fixed.

7) As an addition and clearification of #4: Citywalls are disabled when you are in a village. You can't join armies when in a village, so it was strange that you could join them when they were one city away from you. This lead to several bugs so we removed it. If you sf/drop/move into a village, you would have to move out of it manually.

8) CoS demoted to WC, would still be CoS, that is no longer possible. CoS have to be removed first before you can demote to WC.

9) Units promote on their exact unit exp now, and not on 1xp point after it. (Before a unit would promote on 3001/3000 for example, now it will promote on 3000/3000.

10) 2ic's of armies were not properly removed from the database, incase of merging the army. This has been fixed. No more automatic 2ic back after a merge to burner, sorry guys.

11) CoS was missing from the country page, after a country died. This has been fixed, CoS won't be forgotton, even if he/she did a bad job at letting the country die.

12) There were several bugs with African ages into the HoF, that mess has been fixed.

13) Function /whois on telegram was giving too much information on players that were not in your country. This has been narrowed down better, to only show certain information if its in the countrychannel of that commander.

14) Player-page had a round of bugfixes, working with the page to make selections, change selections etc. should be easier and less annoying.

15) Tournamentpage enhancement: Added a close button for a certain tournament, so you dont have to scroll the entire page to look at another tournament.

16) Country joining was buggy from time to time, would show in telegram channels, saying that [blank] joined the country, while nobody actually joined. Bug is resolved, shouldnt happen anymore.

17) There were situations in which the city title would lag, or bug out. It would say "unknown adjective of", instead of "capital city of". That mess has been fixed, should load better now.

18) Messages has been looked at again (and hopefully fixed), mainly regarding to messages that had no registered sender. We can't have players pretending to be admins, so ofcourse this was swiftly solved.

19) Changed battle results to show 05-May instead of DD/MM/YY. This was important for people - a bit strange people, I might add - that read month first, then the day. We all know thats strange to do, but anyhow we changed it.

20) The war image should be regenerating itself more frequently and show more accurately what wars are still 'live'. If wars are timed out, they will also be removed from the image, that was bugging out here and there.

21) New ransom formula's (for player units, so applicable in pvps): Ransom in gold = 20*auth (for T1), and 100*auth (for T2/T3)

22) Reduced the authority on T1 units in Africa. For (almost) every unit you get a few more to train up with. Bit more on par with the other maps, only meant to not get stuck at the first blue ranks.

23) Footsoldiers (T2, general melee tree) got nerfed with -5hp -1atk, but in return they got spear/anticav bonus. Africa lacked a T2 spear-unit, and in training the anticav might do you a favor after you went through pezzie-horror in T1.

24) Africa: Archers (T2 +5hp), Masaai Sniper (T2 +2hp)
