Age 412

Should age 412 been 10 countries age start and not 12 and would that have helped the slow anquishing start this age was? given how most countries had 11-12 at age start (some greys), starting with 10 would have added 22-24 players over 10 countries, thus adding 2 to each country and giving each country 13-14 at age start. Given that some countries still have 14 right now, I would argue it would have helped.
