Country Terrain + Regional Unit Terrain

Hey,

I currently have a problem with terrain bonuses. In Ethiopia the regional units are the Masaai units, with these terrains:

Desert 3
Forest -3
Mountains 3
Plains -3

Now my country terrain is:
Desert -3
Forest 2
Mountains -2
Plains 3

They cancel each other out, I either get 0% or -1 on all terrains. Regional units are supposed to be the local units that are great in that country, so why are they terrible on our country terrain? Please balance this. Not sure how it is with the other countries and their regional units, but it's worth looking into.

The problem is the same in GB, their regional unit clashes with their mountain terrain. They still have forest and plains though, so not as bad.
